Michelle Singletary-Twyman, RN

Michelle Singletary-Twyman is the Director of Operations at Delaware Division of Substance Abuse and Mental Health (DSAMH) and executive sponsor for DTRN360/Bamboo Intelligence Hub™, a care coordination platform for behavioral health in the state. She joined DSAMH in 2020 as the Chief of Community Mental Health, and in 2021, she was subsequently promoted to Deputy Director. Most recently, she moved into the role of Director of Operations in May 2023, managing multiple IT projects. She also has a long, rich and successful history as a registered nurse in the behavioral health field. Michelle has spent 20+ years in the private sector as the Director of Medical Services for residential programs in Delaware and New Jersey. She also worked in private psychiatric hospitals in Pennsylvania and in Delaware as the Chief Nursing Officer and as the Director of Performance Improvement and Risk Management. Before becoming a State of Delaware employee, she ran a crisis response center in West Philadelphia.
